　この度、弊研究所（株式会社原田武夫国際戦略情報研究所, 英名：IISIA: Institute for International Strategy and Information Analysis, Inc.）と国連大学が実施した共催オンラインセミナー『生成AIと外交―その先に待ち受けるもの―(原題：“Generative AI and Diplomacy: What’s Beyond?”)』(2024年6月25日(火)開催)にて、弊研究所ファウンダー/代表取締役CEO・原田武夫が共同ホスト及びスピーカーとして登壇致しました。本オンラインセミナーにはAI分野で国際的に活躍している海外の研究者２名も登壇し、活発な議論を展開致しました。なお本オンラインセミナーの事前登録者数が世界中から200名を超えるなど、本テーマに対する人々の関心の高まりを実感致しました。
　国連正規機関である国連大学と、独立系民間シンクタンクである弊研究所がこのような共催オンラインセミナーを開催するのは極めて稀です。このことは、弊研究所による研究活動及びグローバル社会に対する提言活動が国内ステークホルダーを超えて、グローバル社会の要路に対して着実にインパクトを与えていることを明確に示しているものと弊研究所としては考えております。今回のオンラインセミナー終了後には、多くの聴衆より今次セミナーが誠に時宜を得たものであり、グローバル社会のさらなる前進のために極めて有意義であったと多数寄せられました。

１．イベント概要
名称：「生成AIと外交―その先に待ち受けるもの―(原題：“Generative AI and Diplomacy: What’s Beyond?”)」
共催：国連大学(UNU)マカオ研究所及び株式会社原田武夫国際戦略情報研究所(IISIA)
開催日時：6月25日(火) 午後5時00分-午後6時00分(日本時間)
スピーカー及び講演概要：

■原田武夫(Takeo Harada)：生成AIの応用：外交の第二戦線としての日本の国会における国会答弁書作成(原題：“Application of Generative AI to Drafting Governmental Answers in the National Diet of Japan as the Second Front of Her Diplomacy”)
　東京大学を3年で中退し20歳で外交官となる。外務省にて12年間の実務経験後、株式会社原田武夫国際戦略情報研究所（IISIA）を設立。2021年京都産業大学大学院修了（京都文化学専攻（歴史地理学））及び放送大学大学院修了（文化科学専攻（人文学））。2023年立教大学大学院人工知能科学研究科修了(人工知能科学専攻（人工知能科学))。著書は25冊以上、学術界やIISIAのCEOとしてグローバルに活躍する。
　人口減少が加速する日本において、政府・外務省に外交業務の最大限の効率化が求められている点を取り上げた。元外交官として対北朝鮮外交を担当した経験を踏まえ、生成AIの国会答弁作成への応用を試みたその研究成果と、グローバルに通用するより良い労働環境の実現への示唆を報告した。

■ムネーラ・バーノ(Muneera Bano)：グローバルな外交実務における生成AIの役割(原題：“The Role of Generative AI in Global Diplomatic Practices”)
　オーストラリア連邦科学産業研究機構、デジタル部門Data61の上級研究科学者。シドニー工科大学でソフトウェア工学の博士号を取得。2019年には、STEMダイバーシティ・イニシアチヴにおけるリーダーシップが認められ、「Most Influential Asian-Australian Under 40（最も影響力のある40歳未満のアジア系オーストラリア人）」の称号を授与された。
　OpenAIがChatGPTを立ち上げて以来、様々な分野に革命をもたらしたものの外交におけるその可能性は未解明である点に注目した。また、調査から得られた重要な洞察を主要課題とともに紹介し、将来の研究と革新に向けた方向性について議論した。

■コルネリウ・ビジョラ(Corneliu Bjola)：我々の知る外交が終焉を迎える？(原題：“the End of Diplomacy As We Know It? ”)
　オックスフォード大学外交学准教授(外交研究)、オックスフォード・デジタル外交研究グループ代表。南カリフォルニア大学パブリック・ディプロマシー・センターのファカルティ・フェロー、ウィーン外交アカデミーの専門講師も務める。
　国際交渉にAI主導の解決策が組み込まれるにつれ、従来の外交プロセスが大きな変貌を遂げつつある点を取り上げた。またこれらのプロセスがどのように高速化・効率化されるのか、AI主導の外交が台頭する可能性があるのかを検証した。

３．まとめ
　弊研究所と致しましては、今次国連大学とのオンラインセミナー共催の実現を一つの契機としつつ、弊研究所がヴィジョンとして掲げるパックス・ジャポニカ（Pax Japonica）の早期実現のため、グローバル社会全体が辿るべき今後のあるべき道のりを得示すべく、国連等を筆頭とするグローバルな協議体を通じたアドボカシー活動をより積極的に展開して参る所存です。

　The United Nations University and the Institute for International Strategy and Information Analysis (IISIA) are pleased to announce a jointly hosted online seminar, "Generative AI and Diplomacy: What's Beyond?- (Tuesday, June 25, 2024), as a co-host and speaker. Two internationally active researchers in the field of AI from overseas also participated in this online seminar and had a lively discussion. The number of people who pre-registered for the online seminar exceeded 200 from all over the world, indicating the growing interest in this topic.
　It is extremely rare for the United Nations University, an authorized UN agency, and the Institute, an independent private think tank, to co-host an online seminar like this. We believe that this is a clear indication that the Institute's research activities and advocacy for global society are steadily having an impact beyond domestic stakeholders on the key issues of global society. After this online seminar, many audience members commented on how timely the seminar was and how meaningful it was for the further advancement of global society.

　Our Institute will take this opportunity to co-host an online seminar with the United Nations University, and to further promote advocacy activities through global forums such as the United Nations, in order to show the way forward for global society as a whole, in order to realize our vision of Pax Japonica at the earliest possible date. We will continue to advocate for the early realization of Pax Japonica, which is the vision of the Institute, through global organizations such as the United Nations and others.
